From this info we can see that from thousands of years of experience Genshin raiden cant cook, cut a wooden shield, or protect her family while raiden from metal gear rising has only a few decades of training and can already cut a massive robot in the tutorial, can kill a nearly invincible politician, and can also run up a building while being shot.

Jack was featured in multiple lengthy narratives as a protagonist meanwhile Shogun is a short lived antagonist in a handful of chapters and essentially a deuteragonist in 2 short stories (quests).
She also isn't exactly "a baby" but more so a bitter and stubborn old woman due to cenutries of trauma.

Its not even a fraction of it, BUT he could potentially reach speed of sound which is at 1234km/h.
Even IF time would go by 0.01 normal speed, he would not come close to reaching speed of light

Each Archon in Genshin has a Archon form, so far we only saw Shoguns Archon form while the others, Like Zhongli and Barabados, only have their forms in stories and art,
And to note, An "Archon" isn't genshins definition of a normal god, it is a title, given to a god, There was an event In Genshin that was called "the archon war" where All gods of Teyvat, hundred thousands of them, Fought and killed each other in Years of bloody and brutal regime's and clashes(imagine Whole pantheons against each other to the death, in bruuuutal fashion), The landscapes are shifted and changed from each attack by a god, all to be one of 7, Because there can only be 7 archons, in Genshin an Archon is given the right to Rule one of the 7 nations of Teyvat(Teyvat is basically Pangaea) and if a god is ascended into an archon, they are Buffed, strengthened, And becomes more powerful than a thousand gods, Truly an archon..

I'd like to make the argument that a strong character who achieve nothing is ultimately a helpless character. MGR Raiden achieves a lot more than just kill and destroy strong things, he prevented wars and saved millions in the process, inspired others to be good. Genshin Raiden on the other hand, what did she do besides killing big snake, cutting an island, and causing a civil war again?
Transcend her corporeal form, essentially created near perfect lifeforms, invented all martial arts known in her home country, protected said home country from other deities and ruled over a mostly stable nation via proxy for centuries...
I'd agree that Jack is a far more nuanced and fleshed out character from a stylistic point of view but that's to be expected given the narrative work that has been put into it.
From a diegetic perspective tho the Shogun is a vastly more influential and important individual.

He only won due to getting a massive amp and some power of will anime logic shenanigans.
As for the tired ol' "wooden shield" nonsense: It is a gameplay design choice, the same thing exists in MGR when fodder enemies can tank multiple hits from the HF blade in gameplays but get easily bisected in cutscenes or in form of indestructible level barriers made from glass, wood or paper.
I don't know if y'all know this, but fun fact. Raiden's blade is a HF (High Frequency) Blade. It vibrates at an extremely high frequency, allowing it to destabilize the molecular structure of any metal, allowing it to cut through any object. So...Raiden is losing that sword.

Considering her sword is magic (boobie sword), the chances of the HF blade working on it is...well unconfirmable. Theoretically it might, but you have to consider factors. Like the strength of the molecular structure of the sword, if the sword can restrengthen it's structure after each strike, if it's magic protects it from molecular destabalization.
