Ngl,she seems kinda weak.I know it a bit early to tell,but being 10/0/10 4 levels up and the adc just walks up to you bo fear should be unheard of,especially for a low range champion(ult is good though)
That's kinda how any mage is though. Syndra and oriana have pretty weak escape options and they can be popped by any fed ADC
