Its a common misconception, though from the webtoon, Dottore canonically doesn’t know collei well! Barnabas, one of Dottore’s subordinates if I can remember, was the one who experimented on Collei, hence in one of the webtoon chapters of a reunion, it shows Barnabas and Collei! When Collei said she was sent to someone called “The Doctor”, it doesnt necessarily mean she was directly experimented on by Dottore, but rather (again as I stated) his subordinate!
