Big transporters under 3.5 tons are generally speed regulated at 160km/h or 100 mph. That's something that trnasporter manufacturers quietly agreed on.
Yes, the newer ones are often regulated at 160kph (or below with less engine power, than its the speed that written in the vehicle documents) - however there is no mandatory speed limit. if you chiptune it or own an older model without limiter you can legaly drive as fast as it will go.

It can only generate so much torque even at high rpms without blowing up the engine remember Higher rpm = more stress on the engine
Its pretty much geared perfectly the way it is. Max Power is at 3250rpm which is pretty much at 160kph in top gear. Wont get faster with more rpm. Besides they are limited electronically.
