Bring them in the air conditioned house. I had one dog over the years that insisted on staying outside. He would dig holes around a shade tree and lay in them. I would fill the holes with water every couple of days. I also shaved his belly and chest.
Your dog is not going to know it is too hot outside to run and romp hard. It is only after they have severe symptoms of heat stroke or other symptoms that they will collapse or lay down. It is 100% for the owners to bring your dog to a cooler place and get them to slow down or rest until they have their core cooled down with water or a wet rag. Also, don't let your dog guzzle water so fast once they are overheated, it only promotes ither issues and vomiting. I carry a wet towel in a gallon baggie to wipe my dog down in all the critical arterial points of his body and his chest. Due to one of my dogs having grand mauls from birth due to a genetic problem, I have been able to keep my other dog safe and cooled each hot summer. (He is a miniature field spaniel who doesn't know how to do anything at a slower pace of walking!) There are many things you can do to stimulate and exercise your dog besides just running and rough housing. Playing hide and seek with favorite toys or treats stimulate them and challenge them for a good period of time. Teach them new tricks or even "dog dancing" with you indoors can tire them out especially if you are teaching them hip hop.
for me as an empath is it more as awful. I can´t imagine not to to think about the world around me, especially how my 2 little furs might feel. And I think everyone burnt the feets once in summer as a child. So it should be easy to think about things like that. I understand when people need to walk their dogs when you are in the city and you have an "emergency-walk cause doggo was eating something he shouldn´t and now toilet asap", but for that you can order doggo-shoes for nearly every dog. (also helpful in winter when someone salted the street or it is freezy and the ice is sharp)
