By chest you more likely get someone to get stun by waterloged chest.
Because we are not often interact with waterloged chest it's always take more time to process how get water back in bucket and even more likely we just open chest because we think this is how get water back.
And the last when we see how water didn't get replaced is big temptation to focus on getting water back.
So in conclusion this is why chests are superior.
Plus the chest gives a visual indication of when it is in use and when the victim exits the chest, letting the user know if and when the victim is currently in the chest
God i love the attacks being in harmony with the music (also undertale yellow songs are so damn good)
