I mean yeah it was like that from Touhou 6 to 12.8, but after Touhou 13, especially during the rivalry with other temples, Reimu actually started to take her job seriously, especially after hearing from Kasen, that the Hakurei God got mad at her. Since she re started to make events and gather faith. Also Sanae is there to help her, which makes the Hakurei Shrine and Moriya Shrine some kind of Friendship Rivalry. However, it shouldn't be forgotten that she is incredibly stubborn, and sometimes she easily gets involved into dirty business, like the Chimata and a Red snow incidient.
Although I'm not sure about her current state, since now her shrine is under the rule of the Beast Leaders and Zanmu.

The real reason reimu is poor is because she spends all of her money on making her gohei/staff longer.
Aside from the joke. She deal with each incident in back stage. Meaning that there's no audience, she doesn't climb down from the shrine to spread teaching too so how people could even now about her? At least dead people do know her as the CEO of Racisms with her Flash Sale of Fairy Genocide (about how much Fairy she killed in almost every game)
