He believed in a utilitarian approach to legislation, where laws should be evaluated based on their utility.
    3. Critique of Arbitrary Rule: Bentham was critical of arbitrary and oppressive government actions. He believed that government decisions should be based on rational analysis and should not infringe on individual liberties or cause unnecessary harm.
    4. Public Accountability: Bentham supported transparency and accountability in government. He believed that citizens should have access to information about government actions and should be able to hold officials accountable for their decisions.
    5. Minimalism: While Bentham advocated for government intervention to promote utility, he also cautioned against excessive government interference in people's lives. He believed that government should only act when it could clearly demonstrate that its actions would increase overall happiness.
