      If you want to do it outside your local network, you need to configure port forwarding on your router. That is, on one of the machines in the terminal, you enter your public IP and port. The other machine will be waiting for the connection, and the router will direct that connection to the machine that is waiting. So, on the router where the machine will be waiting for the connection (listening), you will need to set the private IP of your machine and the port you want it to forward. I'm not sure if I was clear, but if you want, I can try to explain more clearly.

      Yes but if you create a vps with a server hosting provider, and setup openvpn where clients can communicate with each other, you can communicate on that virtual network.
