The possibilities of both film and written in the Known Space Universe are vast.

Here I am watching this video about the outsiders, then I see a drawing I did of a Thrint a few years ago pop up. Neat! Glad it was useful.

Niven's scifi species are incredibly inventive and the interstellar environments he creates for them to exist in are cleverly and scientifically complex. I think he and Jack Vance are the most creative species imagineers from the golden age.

When plots become excessive (the Outsiders being created by creatures from a failing dimension ... something never hinted at before) its usually because the writers have run out of ideas.
A season of "Buffy: The vampire slayer" had a new existential crisis almost every month, or oftener. When Buffy's explaining her year to Giles, her trainer, he just starts laughing. A good response. Joss Whedon the creator of Buffy had been gone that year and the writers just, uh, lost it.

Actually that idea was from the man-kzin wars. Which are like Clarke's Venus Prime Series. They are written by people other than the original author of the uiniverse. That specific story, 'a darker geometry' was written by Mark Martin, and Greg Benford. Not Larry Niven. But I do know what you mean. I think the best example is "children of the mind" imo.

I suggest you read "a darker geometry" in the man/kzin series. You get the entire backstory.

Feared? Not really. Outsiders are not a combative species, like humans.

Pretty sure Elephant was scared of them. lol.
But the puppeteers are terrified of them. Thats for sure. Pretty sure the Human govs all fear them also. No way would any of them cross the outsiders. At the very least they would never attack them. I think the biggest fear for humanity is them retaliating after some human does something stupid. You know how people are.

The Outsiders do not go looking for trouble. But they are very powerful. They have no need to get near a star. But that doesn't mean they aren't dangerous to other species. Fortunately they are not numerous. After all they follow their progeny from the galactic core to its rim and back again.
