Yes, according to Roosevelt's speech, the US, at the request of Japan, was still engaged in peaceful diplomacy. One hour after the bombing of Oahu, the Japanese ambassador to the States told us negotiations were useless. This statement, however, still did not declare war. The deception in the attack was high.
