When I was at rock bottom I wanted to cover the entire front of my face with a tattoo hand giving the middle finger with an exclamation point on the side of my head. No artists would do it. I’m so thankful they all turned me away.

That depends. I would never tattoo my face, hands , or anything that couldn't be hidden for purposes of work, but I know good people who have them. They own businesses and have good families.
Times are changing. Tattoos aren't frowned on like they once were and are more main stream. I've seen some work thats great , more leaning towards viking and tribal tattoos , but again I wouldn't want them on me or my kids lol. I don't think everyone who has them is a criminal or has given up on life, its not for me, but to each their own.

Murder and SA-related offenses are the most damaging for those that have gone through & endured / survived...the toll it takes on loved ones and friends cannot be understated, either. We need to get our justice system back on track and focused on pursuing the idea of justice for actual victims of violent crime - I know it's not as lucrative as civil asset forfeiture / drug-related crimes, but our priorities should always align with the idea of people over profits. It's disgusting what our nation has devolved into.
