High functioning raja yoga in rasi supported by Navamsa, Dasamsa will have usually Moon/Rahu in strategic places, 6th stronger. But people in government work do all kinds of things..even with same titles
i have a question, do degrees matter in vedic astrology? because my chart looks very different if i concider the degrees of the planets, for example i have moon in ashwini 1 degree in the regular vedic chart it sits in the 12th house but actually my 12th house doesn't even start at ashwini so moon is actually in 11th house, does it matter?

I think you mean bhava chalit- it just shows perception divorced from reality (lagna chart)
10th lord of d1 mercury in virgo(6thhouse) along with jupiter. 10 lord of d10 sa is in 4th house with is lord moon. 7th lord of d10 in 10th house and lagna lord of d10 mars in 9th house.. Sun+ra in 2nd..job is preferred or any luck in business.. Will there be stress as sa is in 4th?
By that one factor yes malefic in 4th pushes in that direction

7th yoga favors business - this shows preference. Mercury nica is bad for business (this is more blessing/curse) but there are conditions where nica is blessing too
