OMG, I think that fixed it for me! Thank you so much - nothing else worked, and nowhere else did I see this solution mentioned. The number of idiotic glitches and bugs that are associated with "Power Management" are truly mind-blowing. I should probably mention, for me this issue wasn't even on a laptop or desktop - it was on my AMD Epyc server (Asrock EPYCD8 motherboard) running Windows Server 2019.

The message stopped appearing as soon as I changed the setting on the first USB driver - did not have to amend my usb drivers But worked great!!

I have dual monitors going into a usb c hub via hdmi connection and they cut out when I play a video in a browser. Was hoping this was going to fix it but I changed all the usb controller power management settings and restarted but still have the same issue.
