The term “theocracy” was used when the Popes in Europe were King. They were considered infallible by the Christians. Their word was law.
There is no such institution like the Pope in Islam. The role of the ulema is simply to explain the meaning of the Quran, the word of Allah. Allah alone is Supreme. Sovereignty belongs to Allah alone, not to the people or the Parliament or anyone else.
When the Popes ruled Europe, Europe was plunged into the Dark Age. When Europeans rejected the authority of the Popes and turned to secularism Europe started making progress. In other words secularism is better than Christianity.
However, the result was the opposite for Muslims. The early Muslims ruled according to the Quran and Sunnah of Rasul Allah s.a.w. Within one hundred years Islam spread from Spain to India.
When Muslims started turning away from Islam to secularism they lost their power and dominance. In other words secularism is better than Christianity and other false religions but Islam is better than secularism. Muslims should stick to Islam and reject secularism if they want to succeed.
The enemies of Islam understand that if the Muslims turn to secularism they can overpower them as has been proved by history. History has shown that no power could stand in front of Muslims when they were practicing Islam and not only Muslims in name. Many ignorant Muslims have fallen into the trap of the enemies of Islam.

Islam has a merit system. The early Muslim rulers were not elected on popular vote. They were selected on the basis of their service and sacrifice for Islam. None of the children of those rulers became khalifa.
Yazid was the first person who became a ruler because of being the son of the ruler not because of merit. That started the decline.
People in high positions were appointed because of their loyalty to the ruler not because of their merit.
The same happens in democracies around the world. People are appointed to high positions because of their loyalty to the leader and the political party. Islam rejects that system. Loyalty to Allah and His Rasul s.a.w. is the only consideration in the Islamic political system.
Corruption can only be rooted out if power is in hands of people with the fear of Allah not the fear of party bosses or the electorate.
The fear of Allah is the root of all virtues. Democracies are no less corrupt than dictatorships.
Pakistan has tried democracy and the result is before everyone. Pakistan has not tried the Islamic political system and continues to debate whether the Quaid wanted Islam or not. Pakistanis should see what Allah wants not what anyone else wants. That is of no consequence.
