It already is. The United Nations Convention on the Law of the Sea, (UNCLOS) clearly sets down the Rules Based International Order that is followed by pretty much every country EXCEPT China. Scarborough Shoal, Sabina Shoal, and 2nd Thomas Shoal ALL fall within the PHILIPPINES EEZ, not China's. But yes, it WAS written down, 40 years ago.
