It really depends on your manpower pool and your production. High manpower High production countries don't need them, the slot can be used for other purposes and the motorized can be used for your fast flanking divisions. High manpower low production countries shouldn't get them, the production required should be focused elsewhere to insure success. Low manpower high production countries should get them to help maintain what little manpower they have. Low manpower low production countries should if they plan on going motorized anyway, shouldn't if they plan on going mainly inf and art.

@@RandomPerson-yq1qk I guess it really depends on how you want to describe high production whether certain countries fit my criteria for low pop, high production. Also your plan depends on who you are playing with, if you are playing multiplayer, yeah lend leasing to your allies may be your only move if you lack proper amounts of manpower. If you are playing with the AI however, never just send them lend lease, they will squander most of what you send them either using it inappropriately or ineffectively. Plus that is a boring way to play the game 😉
