Hook a tie down strap to the opposite side of your ramp your pushing it up on. Helps with the ramp from falling. Or tie down strap to your hitch from the ramp. This was an awesome video.

The cop didn't even know the law regarding e-bikes. He was clueless. I think that it was completely legal, he made you leave cuz he didn't know.
Sounds like you don't know either. Not sure about where he lives but on the west coast, most E-bike laws pretain to ones that can be pedaled if they don't have pedals primary and can reach high speed they usually fall under the rules for every other off road vehicle. If you are caught riding them on the street - they need to be compliant with the road rules. He also got tagged in a park. Parks are general no go zones for messing around with these things. Take it to snowmobile and off road recreation areas or your own property, dude has a jump park he can do this in.

What's funny about this it's completely electric but when you're rolling slowly with that paddle tire on it almost sounds like a lawn mower idling
