Well, “Fleetway” isn’t really his official name. It’s a nickname derived from the publishing company that made the comic series he’s from.
In truth, he’s just that continuity’s version of Super Sonic. For some crazy reason I cannot fathom, the publishers decided to give Sonic an evil, homicidal, split personality whenever he went Super. I think there was even at least one occasion where Super Sonic became his own person for a short time.
The Creator Got that is idea cause as soon as he got all 7 chaos emeralds and 50 rings and jumped he was instantly turned into super sonic and thought it felt forced.

Oh, I guess that’s a little understandable. Not enough to fully justify when Super Sonic in the games didn’t really seem to be a hazard to Tails, but cool backstory.
The reasoning behind Fleetway Super Sonic being evil is simple. The writers took the name Chaos literally. Generally speaking, Order is good and Chaos is bad. By using the power of the Chaos Emeralds, Sonic became Chaos personified therefore evil. I always tought it was clever idea to have Sonic corrupted by the power of the emeralds.
I think it's a good way to live up to the name Chaos and also it add some drama to the story, being reluctant to use the power and hurt his friend. Sonic, in the games and most other media, ls often a bit to reliant on the Chaos Emralds, imho! I don't think should always be Psycho Sonic at all but in a serial narrative setting, i think it's interesting to see him using the raw power of chaos. It would have been interesting to see his journey, mastering that power and become the super sonic we know and live from the games.

I'm guessing that most characters are programmed differently, like when the last time they fought, Sonow (Old) went SSGSS to SSBK, and OG Shadic stayed in base form the whole time.

Fleetway isn't really a "thing", it's the name of the Publisher for the UK Sonic comics
They did original stories loosely based around the classic genesis era, and is where the name Metallix comes from
The only "modern" story they did was a loose adaptation of Sonic Adventure
Fleetway's incarnation of Super Sonic was basically an alternate persona of Sonic having absorbed some kind of evil energy alongside the og chaos energy, that's all I got from the wiki but I don't think there's much more too it than that beyond a story of the two being separated for a while

Fleetway is from the "Fleetway" published comic series "Sonic the Comic" and as thus it was given the nickname, since the transformation is simply called "Super Sonic" in the books.
In the comic, the Chaos Emeralds are *only* negative energy, so when Sonic uses the energy, he changes personality from the evil stored inside the emeralds. Super Sonic ends up as his own person when Tails drags him out of Sonic's body and into the Special Stage (Cuz that's how Starposts work in these comics), causing his life to be put on a time limit on how much energy he has left. As his own person, he's a complete sadist and tries to kill anything for fun. When put into a dream from a spell, he blows up the entire planet for fun, implying that if he wasn't in a dream, that'd be complete genocide "for fun bro". When low on energy, he loses his memories, his spikes go down to normal, his eyes become less crazy, and defaults back into "Nice Guy Sonic" personality. He lives by working as a Waiter at a Cafe, and occasionally saving people's lives. Ironically, he's a bit of a nicer person than Sonic was before the split apart (Sonic himself took some character development in StC, you've seen the panels with him and Tails).
At the end of the run, the Sonic Adventure adaptation takes place, and Super Sonic is about to die from lack of energy. So he walks up, and DRINKS Perfect Chaos (Because the Water was just energy I guess? The brain was a whole fish in these comics). The only choice is to seal him back into Sonic to stop him, ending the Comic series.
