I mean, the show is liked worldwide, but it's not a cultural phenomenon anywhere else. Unlike Holmes. Who IS a worldwide cultural phenomenon. Ask someone on the street who the Doctor is, they might not know. As someone who Sherlock is, they will DEFINITELY know.
