They either didn't watch the entire video or they are not smart enough to understand the basics of a cell phone network. I can see the benefit in setting up the small stand-alone network if you can get your neighbors to emp harden their phone. Then, any person could have a QRF if needed. Otherwise, a Sat phone and a Faraday bag would be cheaper.

You can make a phone survive. That doesn’t mean you have cell service. Mesh? Maybe. You could run ATAK, signal chat maybe. Starlink possibly.
That isn’t cell service though. That grid will be completely borked if there is a large EMP.
