My interpretation: It's about realizing that your partner (or relationship as a whole) isn't the one you thought it would be. "I thought you said you loved the ocean" as in "I thought you or we were a certain way" - "but you didn't even dip your toes in" as in "but it turns out you/we aren't". How could you love the ocean and not even dip your toes in. It seems like we never really knew each other, and we were just pretending. ("We could pretend it's always like this") I can't believe we are even together ("Can't believe I just took you home"). I believe it's a lot about losing the rose-tinted glasses in a relationship with a sense of dissappointment and reminiscing about the early times (pillow fights).
I assume the ocean is a metaphor for a meaningful/committed relationship. They said they wanted that, but when they arrive at that point they won't even "dip their toes in" and at that inflection point, the singer takes her home - meaning that he doesn't address it or confront that issue, he just goes back to the way things were. That's going to set them up for real problems in the future with one willing and wanting to commit and the other not willing.
