Yep, since the Mayor's vote counts as three compared to an average role's one vote. The Mayor would be able to vote up and then guilty/hang the other player.

Most of the time yes. However the Mayor can lose to a Conjurer that hasn't used his ability yet (very unlikely to happen, but it is possible).
Unrevealed Mayor can also lose to TT Dep(that didn't shoot) because TT Dep can shoot during discussion time.
