Hello bro.... Regarding your Q. An ETO through Chief Engr. can call or send email for technical help to the office describing the issue of the problem. The assigned technical Superintendent will contact the manufacturer of a certain Machine/Equipment and will ask how to solve the said problems otherwise they will send a technical support/technician onboard for assistance if needed so.
