Yap it might work depending on how you do it. Quiet confusing..But why meterpreter and powershell can do alot?
No thats for reverse shell alone.. for meterpreter you need malware encryption like shown in czcams.com/video/eP0YfeVubsM/video.html

This works now and for some years to come.. also remember to use Africana-framework it has cool tactics on bypassing windows 11 defender..
Not yet tested but try shakamura c2.. in Africana-framework it wont disapoint you
