Europe and US have sanctioned Russia but ultimately, no country can intervene in domestic affairs.
You need a JFK or Reagan-style response to Russia. Every new president we get, they pretend to want to "reset" relations with Washington DC.
Personal sanctions are effective, but the main difficulty is in how sanctions, as Navalny himself recently said, shall not only target officials, but the power base of the regime, i.e. businessmen with ties to the regime, propaganda actors with ties of the regime etc. Currently these get a get out of jail free card because they aren't considered "officials".

Navalny never said that it belongs to Russia. He only stated that it's a complicated problem and if you follow all the international rules it will take years to resolve. You can't just hand over people and territory to someone.

"Navalny would not be breathing right now. He'd be 6ft under a long time ago." It is kind of true, when Navalny's presence was order of magnitudes lower Putin could've easily gotten rid of him, but I think at that time he didn't really find him THAT much of a threat yet. Instead, he kept him alive to ridicule the opposition, because Navalny was "first of the kind" who uploaded his findings on CZcams, people were full of doubt when they saw his videos. So if you save the status-quo people would just see an untrustworthy leader of opposition, resulting in benefit for Putin and his party. Sadly for Putin, Navalny got stronger over time and now he has gained support from the west that is already putting massive pressure on Russia.
