Negan is a great character. Most people don't "hate" him the way you're thinking, they think he was a pretty terrible person for the first chunk of the show because he was. But he's grown changed over time which makes him a great character for the sake of character development. Merle was somewhat similar, but his redemption arc left him dead because he just wasn't the brightest.
The story archive negan is amazing. He never did what he did because he was a monster. He did it to protect his people. Maggie even comes to find that out in dead city when she sees negan. Gut that dude To scare away the people trying to kill them
