After DeMo cash based (black / grey) economy business were destroyed and more formalization happened. Everything is UPI now ... difficult for business to be cash only. This shows in the collections of GST and Direct taxes. And ... how is that a bad thing ?
We can't because bank need some kind of guarantee like you will repay the loan..big institutes , big investors already invested huge/some money in Japan..So bank have some kind of guarantee for their money back

Can individuals like us borrow money from Japan banks.or only Instituitions? might be a naive question. but still....
