The arm either belongs to the character you play as or the butcher himself. Since the reason why you didn’t get the ending is either 2 things.
1: since Amanda can interact with you, when you left the game she probably killed the character you play as before they could get the butcher ending.
2: Amanda wanted the butcher to kill you and since you didn’t get that ending, she got mad and killed the butcher
