This is all fault of the Rengar e adjustment. That is the only explanation to this stuff. Rengar was perfectly fine and bugless before the E adjustment and since then there has been 2 game breaking bugs that, guess what, work because of the stupid freaking Ebola strike.

He had to wait for his ult to get up... Literally said in the video. Also the bug seems to only be for his basic abilities. The lack of brain cells in this comment section is incredibly. Not to mention someone tried to 'do the math' and came up with the wrong time his ult would be up. Considering I did it myself and got 9:22. It's incredible how dumb people can be.
