Senator Welch introduces the Rural Recovery Act

After last summer's flooding in Vermont, many folks in rural towns told me they were overwhelmed by all the administrative hoops they had to jump through to get recovery assistance.
I've introduced the Rural Recovery Act to level the playing field for rural towns after disaster strikes.
