D-31's incident report:
"On May 11, 2024, I was stationary at the westbound scales on Interstate 40 near the 284-mile marker. I observed a blue
Nissan Maxima (TN: 413BJHQ) traveling westbound with what appeared to be blue flashing lights activated. I initiated a traffic
stop on the vehicle near the 283-mile marker of Interstate 40 westbound. Upon the vehicle coming to a stop the driver, later
identified as (RICHARD E. BLAINE JR B/M 2-10-1997) immediately exited the vehicle. I noted that Blaine wore an outer
ballistic vest carrier with SECURITY marked across the chest. I ordered Blaine to remain inside the vehicle, and upon
reentering the vehicle he began to flee westbound on Interstate 40.
I pursued the suspect vehicle that reached speeds in the triple-digits while traveling across all lanes of traffic and nearly striking
other motorists. Due to Blaine’s disregard for his safety, the safety of two passengers in the vehicle, and the safety of the public
I deemed it necessary to stop the vehicle. I performed a tactical vehicle intervention (TVI) near the 278-mile marker of Interstate
40 westbound. After the TVI, the vehicle was disabled and I along with several other state and local law enforcement officers
conducted a high-risk felony takedown on the suspect vehicle.
Blaine repeatedly failed to comply with orders and eventually, Officer Darrell Prewitt with the Marion Police Department
deployed his K-9. Blaine was then taken into custody. Upon a search of the suspect's vehicle, a firearm, a handheld radio, a
tactical belt consistent with what is commonly used by law enforcement, and the above-mentioned flashing lights were
discovered. Blaine was transported to Crittenden Baptist Hospital by West Memphis Fire and Rescue for the injuries he
obtained from the K-9 deployment. Blaine was cleared by medical personnel and was transported to the Crittenden County Jail
by Trp. Dairren Evans #573.

In the chaos, try to blend in, then fade away, or walk backwards into a group, then turn and leave, Snd during the chaotic moments have people get distracted, and subconsciously make assumptions that are wrong. Then poof. They're gone. It is a bit like the video's of two groups bouncing basketballs, shirts and skins or two colors. The narrator then asks you to count the number of times white handles or bounces the ball. Then afterward the narrator asks if you (anyone) noticed anything strange, Few or none reply. Then asks, how many saw the gorilla? Few ir none. Then replays the video. And voilé, a guy in a gorilla suit walks through the scene, catches and bounces the ball and leaves. Like magic, few or none "see" the gorilla. Things weren't what they were expected to be.
It isn't a matter of imagination. It is a matter of misdirection and oddities in how we process scene information.

What do YOU think his intentions were when he casually strolled over to the guard rail and climbed over?
Did he just want the Troopers to get a little exercise by making them climb over the railing to get him?
Or were the gears in his head turning as he was trying to figure out if there was any chance of escaping?
Flashing blue lights was a BROADCAST SIGNAL to every cop to take him down hard, wreck his car, and catch all those charges, what a damned fool
Especially since they obviously had targeted enforcement set up on that stretch.
Of all the nights, he picked the one that every cop in the area was working that stretch of road 😂

That K-9 is well trained, it mistook the wrong suspect and immediately aborted when told to then waited for his partner to direct him to the correct suspect

Arkansas State Police certainly know how to pit and they do not give up. But in all honesty, even though the road was completely clear, pitting at +100 mph is too much. Not American myself, but is there a reason they don't try to get a police car(s) in front of him to slow him down a little first? I know there are more guns over there, but holy smokes, anything could happen by forcing a car into a wall at 100 mph. In addition the passengers might have been severely injured or even killed, guilty or innocently.
But overall the ASP certainly don't lack skill, determination and communication. Props from the Netherlands

Point was that a legal standard of objective reasonableness governs PIT/TVI, and rapidly eliminating threat to civilians posed by a fleeing driver is given high priority. However, on this very channel NST has featured videos of the blocking technique being employed against motorcycles and heavy vehicles where a PIT has a lower likelihood of success (and poses greater risk to officer’s safety). Look up “truck/trailer pursuit Washington County” for an example. Suspect is fleeing in a large pick up truck pulling a trailer with a huge motor/engine on it.
Ultimately, fleeing is a Class D felony in Arkansas, and ASP policy is not to trust that suspect is going to manage to avoid causing civilian casualties, so end pursuit ASAP!

I figured there be a lot since right before he pulled over the Altima, there was an ASP unit on the other side of the highway. Then when the Altima attempted to flee, there was two more ASP units right in front of them for a traffic stop. That night wasn’t the right night to be getaway driver. Of all the police videos I’ve seen, ASP be spawning in like NFS cops. You go from one to ten in the matter of minutes.
