When I was a kid I opened a regular 2-pack of Reese’s cups and found a tiny worm in one of them. My mom took it back in the store, exchanged it for another one and that was it. The way foods are made sometimes insects/bugs can get in especially with grains, rice, seeds, veggies etc. and even the cleanest of food manufacturers can still have bugs here and there. Just make sure to check things before you eat them!
That woman's bag of candy could have been expired by several years. She does show the original bag, a date of expiration, etc. So, I'm not buying into her story.
