    does it work if the partner is not cooperating??

      It does, however, because an Aikidoka uses the hips as the body's source of physical power, instead of the legs, arms, chest, shoulders, etc., it takes years to be proficient. That said, if the partner resists a well-performed technique, they usually end up getting hurt, sometimes very badly. The art of ukemi isn't the art of getting beat, it's learning how to take the technique successfully and safely while looking for an opening to be able to counter and perform what is called "kaishiwaza" (countering technique).

      Hello!
      Yes it does efficiently. However it will cause an injury. But in practicing Aikido, you should have a partner and that is usually called the "Uke" and "Nage" relationship. That's often called a kind of cooperation or dancing to non Aikidoka. The proper "Ukemi" or the art of falling should be done correctly every practice to avoid injury. Ukemi is commonly used term even in Judo, Karate, Jiujitsu and other Japanese form of Martial Arts.
      This skill is being practiced proficiently all over the years.
