I've gotta say Coleen has really improved as Gohan over the years, I always liked her and wanted to give her a chance even though everyone preferred stephanie and I'm sure glad that I stuck to my guns because I'd say she's such a fitting voice for Gohan
The really cool thing is that Coleen has so much flexibility, yet she decided to make gohan sound practically exactly the same as kid goku from the original dragon ball series. Now obviously this all started with dbz kai yet it is so intriguing how instead of having a unique voice for gohan, she makes him sound like kid goku, and I am here for it.
Now Stephanie was an incredible actor, and Coleen just seemed to follow her exactly, being a voice actor for both kid goku and kid gohan, love it.

Your title is wrong, Gohan didn't let Cell reach his super perfect form. Gohan and the other Z Fighters didn't even know that Cell had another form.
Gohan had the opportunity to kill cell but didn’t because he wanted cell to suffer. Cell blew himself up and gained even more power. If gohan would’ve killed him sooner when he had the chance, he never would’ve gotten a new form. So technically yes gohan did let cell reach his super form.
