This is some sort of foolishness.
Agricultural land is a vital resource, and should never be used for anything other than food production.
The entire eco system of this planet, is the top 6 inches of the earth and the sea. With out this small productive layer, our species would starve to death, along with most other species.
No government, at no time in History truly understood the totality of agriculture.
How could they ???
They are mostly made up of lawyers, business people and the military. They have no innate understanding of farming.
In the end, Farming is every ones bread and butter !!!
