No, you cannot, even by hacking your save file to drop the dog somewhere else, if you somehow get rid of the dog and interect with the artefect, it will say:
"This will never happen"
One note tho: you got the Dog Residue Item, which you threw away last time. Don’t do it. I won’t spoil why
Makes you wish Toby had a funny backup message for hackers (like there is with the Neutral ending epilogues).

Tip:
The Annoying Dog leaves you an item called "Dog Residue" after absorbing the artifact
If you use it, your inventory will fill up with Dog Residues (and Dog Salads)
You can use it to grind money by selling the extra Dog Residues
Use the Dog Residue, sell them until there's one left, repeat the process
The shop in Temmie Village is the only place you can sell items
Also, no you cannot actually get the artifact. If you leave the room that has the artifact in it, the Annoying Dog will be gone from your inventory until you enter the room again

Not really a spoiler, this can be ascertained from deduction alone; nobody is playing tricks on papyrus, it's flowey, trying to manipulate papyrus by using things such as flattery, advice and encouragement.

Ah yes, the hopes and dreams of desperate people, indeed are stupid.

I just realized something: you know how there are sets of equipment in the game that follow a certain theme? Like the dusty tutu and the ballet shoes, the glasses and the notebook, chef hat and apron, etc. When you fight omega flowey, each soul has a different "theme". One appears to be a ballet dancer (because of the ballet shoes that attack you),one seems to be a chef (because of the frying pans and eggs), and one appears to be a writer or a student of some sort (because they attack you with words). Remember that flowey obtained these souls by killing asgore.
The item sets are the belongings of all the other children that asgore killed...

You can call Papyrus in almost any room in the game (one more person later) and almost always twice. By the way, you can get a good hint from that other person on finding the Temmie Village.

How to get to Temmie Village:
There is a room where you need to light up mushrooms to continue the path. The path goes down and to the right, then you need to go up to continue the plot, but instead of continuing, go back down and a new path will open, showing Temmie Village. I made a lot of money there by selling items. (Sorry if this was confusing, I’m not very good at explaining things)

Wait, I think I know why Alen kill all monsters...DJ .and Here are my reasons.
1. In the first episode, when Alen spare a Monster DJ said, “you don’t get any XP from that,”
So when Alen killed A monster, DJ said “yaaaa”
2. When Alen tried to spare A monster, DJ said “ wow, it is easier to kill”. Undieing was right.
3. On the last episode, DJ blame Flowey for makeing Alen Kill, BUT IT WAS DJ!!!!

To get into the Door in Snowdin, You gotta beat the game on the Pacifist Run, Once you beat the Pacifist Run, you gotta Dodge the Ending Credits. If you get hit by one, you won't be able to open the door. Once you beat the Ending Credits, start a new run, and head to the door in Snowdin. Remember Your the ones that wanted to know how to get into the door :>. You cant call this a spoiler

In response to DJ's question, you can't keep the artifact (as far as I'm concerned), however, what you take away from that room is important… that's all I'm going to say for now.
Also, DJ mentioned that someone commented saying that Temmie Village was in a waterfall. I won't give away its location (unless you guys want our help), but this isn't a literal waterfall. My guess is that they were saying that Temmie Village was in Waterfall, like the location.
I hope that I was of some assistance!
The artifact is impossible to receive, but the dog residue is useful in Temmie Village.

When you get to the light mushroom maze, that is where you can access Temmie Village, but the path is not visible so you will have to look for it.

If you quit the game without saving you can undo mistakes... But unlike most games, thats a feature and characters in the game react to it sometimes, feeling a bit confused and saying they feel like they did something before but don't remember exactly what.
If you say "no" to Onionsan when questioning the band, Onionsan will never talk to you again.

you have to hangout with undyne and papyrus and get mettaton`s ratings to max then reload the game after finishing pacifist for the first time and then go to mettaton`s hotel and then do what you are told to. Once you go to asgore something different will happen.
Dont forget these word while you do true pacifist: 1.when you start fighting the amalgamates (if you havent seen them then you`ll see them) you can only act in a specific order to win also GET. AS. MUCH. HEALS. AS. POSSIBLE.

You can't get the artefact (21:01) because the Annoying Dog disappears from your inventory after you leave the room even if you haven't dropped it inside the room yet. Therefore, this is just meant to be a joke created by Toby Fox and you aren't meant to get the artefact.

You will never get the artifact, but you will get something even weirder . . . don't throw it away like last time
Since you asked, I'll answer. You CAN'T get rid of the annoying dog and get the artefact, either you drop/use the dog and he absorbs the artefact, or you leave the room without doing anything. Once you leave the room the Annoying Dog disappears from your inventory but if you go in again it's back in your inventory (it's basically a prank room). However, if you let the Annoying Dog absorb the artefact, he'll leave you something that is actually SUPER useful (won't say how cause you didn't ask and I don't wanna spoil it)

Some monsters do something special if you keep interacting with them even after you've reached their spare requirement similar to Lesser Dog. Shyren is one of these monsters should you have kept humming with her.
I guess the so called Echo Flower is actually not one of those.
