The red light is actually one of three that are for the Aquatheatre divers. The other two lights are on each of the climbing rock walls. During each AquaTheatre show the diving managers turn the lights green when the divers are good to dive - and red when they are not. They stay red when there is not a show happening.
So, I don't know if you figure it out through the cruise, but those traffic lights are to tell the Divers in the Aqua Show when it is clear to dive. Nice Vlog!
