Ukraine has been trying to join the EU for a long time, but has been put on hold because it simply can't pull its weight.

He was stating that he wanted to pause (meaning take an extra moment) to discuss the percentages that the NATO Countries have contributed and how they are paying more since 2020 and the total countries paying 2 percent went from 9 to 23 countries. He didn't "literally" pause. It's an expression.
