I don't think so. Bcz you don't have language proficiency. Rest you can check requirements

First check universities list on the Kazakhstan website. After open one university, find your faculty and program. Then extract data mean email and research interest of professor.
Then Email to professor with CV and Cover letter.
Today is 19 I don't think it's time to take acceptence. Just apply properly. Give time to application. Best of luck

As far as I know it vary from university to university. It will be around 40k to 50k Pakistani. Because you know the currency difference Pakistani rupee worth is more than kazakah rupees.
