There is a counterpart dancing game with the Persona 5 crew, they both entered the Velvet room at different points in time due to a quarrel between the Velvet attendants, after the Persona 4 crew defeated a bunch of shadows through dancing on their own dancing game. In P5D Futaba talks about Fuuka too, yet everyone involved will have their memories sealed once the games are over until they experience something like it again, exactly as they do in the other cross over games Persona Q and PQ2.

That’s not how it works. They also explain in P4D why they’re wearing their uniforms to dance. SEES and the Phantom Thieves are taken from their own timelines and forced to dance by Elizabeth and the Twins because after seeing how successful the Investigation Team was while using dancing to defeat Mikuratana-no-Kami so they compete to see who’s the best. Elizabeth took SEES from 2009 and the twins took the Phantom Thieves from 2016.
Just a notice, people seem to think that this game might take place around the same time as 5 and all due to alibaba, but remember this is a dancing game, nothing here is canon
Its explained at somepoint by Elizabeth time does not flow the same in the velvet room as it does in the "real" world. Elizabeth already knows Minato/Makoto is will die and still trying to rescue him as she hints in the game. Unless the creators themselves SPECIFICALLY says these are not canon, I consider them so. And it kind of works out as many of the spin offs are even referenced in the mainstream titles funny enough.
The dancing games take place at the same time. Everything else is different times. Man, I wish there was an official persona timeline to make this clearer.

I think Elisabeth mentioned that she wasn't from the same now as the p3 crew so I'm pretty sure the dancing games involve a but of messy time travel and that it has something to do with the fact that the velvet room exists outside of normal reality so time may different or even nonexistent while you are within it hence allowing for people from different times to talk with each other as if they exist within the same time span.

It came out in 2006, but it was set in 2009-2010. Also it couldn't be a young Futaba since they discussed Joker.
