The Ben Mugger obviously has the higher intelligence stats out of the two of them, unfortunately for him the Rowan Mugger has the higher persuasion stats.
You can see how Ben Mugger tries to fight against his "Scripting" but Rowan Mugger has alwas to say the line that triggers the event.

There are people that are literally this stupid though. Like commonly there are people that stand on anything 12 or more in blackjack against anything the dealer shows, because they think because there's 2 ways of losing if they hit (hit and bust, OR hit and not bust but still be less than the dealer) and only 1 way of losing if they stand (the dealer not busting) that it is best to stand, because they don't understand that the odds of those 2 ways of losing combined are less likely than the 1 way of losing if they stand.
Fallout logic:
Raider "hey you see that dude with a super mutant companion, clad in power armor holding a plasma rifle?"
Other raider "yeah the same guy we just saw kill a deathclaw?"
Raider "yeah! We should Rob him with this tire iron and rusty kitchen knife!"

That one quest where you and a Courser are cleaning house is hilarious. You have two unstoppable forces on their way to colliding and the raiders can only hope to slow them down.
Yeah these sort of bad as so shitty at what their only given generic names and single word names at that.
Because in Fallout random encounters are not happen to you. It's you happen to them.

I love how as the cautious one keeps listing all the increasing dangerous stuff, the other guy gets more and more excited.
This series may be my favorite simply because suicidal bandits have always been a pet-peeve of mine. Well, that’s and how awesome Rowan and Ben play off each other.
