Y.Silva maybe not fire savior but at least she is Wilnas's savior as her kit having well sygernise with Wilnas and​ cover​ Wilnas's downside like how is Lich go along with Fediel​ and​ cover Fediel's​ field​ downside guess all Six Dragon Grand character will have their own pair to get along with.
Thank to Silent Aim, it's easier make Wilnas able to use ougi every 2 turn while in effect as upon ougi will provide Double Strike to fire ally in the next position and in this case will be Wilnas, he will activate Flame Claw which give him 20% gauge along with Assassin buff so that on 2nd attack he will able to attack with TA+Assassin, Silent Aim also boost fire allies gauge for 15% and CA spec at end if turn too.
Her Wide Open debuff will amplify dmg foe taken by 30% for next 6 hits and last only for 0.5 so this debuff is usually will be all used to boost only for Wilnas's damage if using Silva with him, but with other ougi comp it still can be used by other allies aside from an ally in the next position of Silva.
No gauge gain upon normal attack is not problem for her and she will gain instant CA at end of turn if didn't attack, and she already not normal attack while Silent Aim is in effect, in battle V.2 you also can you guard to proc this passive but I focus to do that once in this showcase.....
Worth to note that even her ougi will guarantee to hit even foe have dodge or Mirror Image buff but it's doesn't dispel Mirror Image buff so next ally attack after her will still getting miss from Mirror Image.
s2 CD cut upon 4-chain burst maybe a bit difficult for this effect when pair with Wilnas cuz she likely Wilnas is trend to using ougi on next turn after Silva unless you're going for Kengo
If I would say her downside would be
-​Silent Aim having downtime so her skill CD cut should cut to s1 rather than s2
-Her s3 Gravity should to be inflict at first cast, 2nd cast is kinda too slow since we usually want boss to inflicted by Gravity since first turn
-Worst sygernise with​ The​ Sun​ call's​ despite have​ to​ place her​ on​ 2nd or​ 3rd position but​ she​ don't​ attack during Silence Aim
Her weapon, Partly Powerful Popgun is literally better Purifying Thunderbolt (Shiva's weapon) due have special ougi cap boost that what Purifying Thunderbolt should to be (RIP Purifying Thunderbolt) and once again that fire's good stuff is locked behind seasonal limited (seriously.... can't you make proper fire Grand weapon like other element?)
About ougi comp with Y.Silva+Wilnas+Y.Izmir from my opinion
Pros
-High firepower without need turn for ramp like skill damaging skill to do constant high damage
Cons
-As usual of ougi comp that not on good term with multi-hit Omen
-Still​ lack of​ special CA cap​ buff
-Very lack of defensive to sustain team or utility stuff which may cuz your team to getting killed on full autoing due all out going with offensive power like fire that will burn everything into ashe include itself.....

About Wilnas and Silva, it's not only about charge bar gain. Wilnas assasin from s2 lasts 2 turns so in common case it ended after ougi, but with Silva he can attack immediately after ougi which will be triple attack with assasin and it activate s2 so next turn triple attacks also will be with assasin so she let him combine almost all his triple attacks with assasin what he cant do alone.

flex, she is best in this comp in term of damaging but if you want some utility or defensive you can chamge Izmir for other
