Instruments tab, expand an instrument, staff settings, check "Hide all measure that do not contain notation (cutaway)." It seems like there should be a way to activate it for the entire page at once, but if there is I don't know where. There is a different hide staves setting under Properties > Style settings, but it doesn't function the same way.
