Correct. The more mass involved, the higher the power handling. It's usually balanced with more sensitivity due to the increased cone area.

A multitude of factors are involved. Coil capacity is infinitely variable even for a given size. A heavy cone and playing near tuning and with a high duty cycle(heavy bass music) signal say, would lessen cooling through less mechanical movement, and have heavy mass to control, so power rating in the scenario would be less. A lighter cone playing above or below tuning and low sustained signal, would let the coil cool with high excursion and use less power to control the mass, as well as more off time(less duty cycle) to cool.
The coil capacity itself is the biggest factor, second being actual user conditions and application to make actual power ratings. It varies on many accounts.
