The multimeter is not showing the right voltage because it can't measure it it's high frequency AC square wave the meter only measure 50Hz low frequency sine wave. The actual output voltage is lot higher the Sharp Switching can create some voltage spike that can destroy conencted device or oscilloscope when measuring.

Dear all this type charger work on 80v minimum so reverse use it produce 80v from 5v if u got 110v u must input voltage 6v.
U can make CDI from this transformer for ignition system or sparkling for gas stove.
Also used in making single transistors bird bell.
So it could be converted into powerbank also.
You need to rewinding the secondary coil for 220v
