I personally like formularx barrier relief cream and any gentle cleanser. You can also start off with 5% niacinamide by minimalist.

Anytime is fine but preferably during day. But when you wear it during the day, wearing an spf post that is a must otherwise your skin can get little sensitised. So please be mindful of the sunscreen.
