The 2 transistors are working as Not gate when sunlight come to the solar panel not gate switch off the light so battery start charging when sunlight goes off the not gate activate again and activate the light.

Bulb will not glow whole day it will glow in nights only means when the sun set. When sun rise solar panel will charge the li-ion cells and those cell will produce the energy when sun set.
