I'm almost positive there is some sort of vocal track running along or something. You can hear it best at 2:23 at the end of the sung line "who and what's to blame" and right after he screams "everybody". There is such a difference in sound it's not natural. So the lines he sings are enhanced someway or there is a track running along, while when he screams stuff "off the script" you can hear the difference. Not to take anything away from him, I've been a massive Ozzy fan for 17 years or so, and the guy is just a wreck, but he was absolutely brilliant. Could also be that they added the autotune only on the video, but that wouldn't explain that quite massive sound difference.
