The original account of the call to announce Einsenhower’s refusal to meet Lumumba is from Thomas Kanza, who was the Congo’s representative to the UN at the time. He received the call. I am not aware if he mentioned the name of the caller. And yes, Allen Dulles, who the director of the CIA then was heavily involved in all of it.
